Steven H. Dam, Ph.D., ESEP, is the President and Founder of the Systems and Proposal Engineering Company, operating as SPEC Innovations, based in Manassas, VA. With over 40 years of experience in structured analysis, software development, and systems engineering, he participated in the development of the C4ISR Architecture Framework (now known as DoDAF), the Business Enterprise Architecture (BEA), and Net-Centric Enterprise Services (NCES) architecture.
